Water and Power on Country Land: Well, Noria, and CFE

Water: Well, Noria, Tanker Truck, or Grid

On country land in Nuevo León, outside the urban area, water service does not arrive already solved as it does in a gated community with municipal service. The most common options are:

  • Deep well: drilling down to an underground aquifer, with a submersible pump. It is the most common option in established country gated communities because it provides a stable supply, but it requires a permit from the National Water Commission (Conagua) for drilling and, in most cases, a title deed for a national water concession for the use of the extracted water. Resolution time varies depending on the availability of the aquifer in the area.
  • Noria: a shallow well that captures water from the more superficial water table. It is cheaper to build than a deep well, but the flow rate and quality depend on the specific land and the season; it is not guaranteed on every lot.
  • Tanker truck: while a fixed source is being resolved, many owners supply water with tanker trucks to a cistern. It is a transitional solution, and its recurring cost depends on the distance to the nearest loading point and the frequency of use.
  • Gated community grid: in developments such as Cantera Real, where shared hydraulic infrastructure already exists, the owner connects to that grid instead of resolving the supply on their own, because the developer has already handled the permits at the gated-community level.

Before buying, it is worth asking explicitly whether the land already has a resolved water source or whether it is up to the buyer to handle it.

What Permit to Request and From Whom

To drill a well, whether deep or noria, in Nuevo León the availability and drilling permit process is handled before Conagua, not before the municipality. It is important not to confuse the drilling permit with the title deed for water use concession: they are different processes and both are necessary for the use to be formal. Resolution time depends on the agency’s workload and on whether the aquifer in the area has a declared availability or is under a moratorium; it is advisable to verify this before committing to drilling.

How to Request CFE Service Connection

To electrify land without a prior connection, the process is handled directly with CFE, requesting a feasibility study for the specific point on the property. CFE evaluates the distance from the nearest power line and determines whether a network expansion is required, that is, additional poles and wiring, to reach the lot. With the approved study, the corresponding contribution is paid and the meter installation is scheduled.

What Makes the Connection More Expensive

The cost of connecting electricity to country land is not fixed: it depends on several factors.

  • Distance to the nearest power line: the farther the nearest pole is, the more poles and cable are needed.
  • Whether the gated community already has shared infrastructure, as in established developments, versus an isolated lot where the buyer handles the expansion on their own.
  • The type of service connection required according to the use of the building, standard residential versus higher loads.
  • The civil works needed to bring the wiring to the metering point.

That is why asking whether the gated community has already resolved the electrical and hydraulic network at the development level completely changes the budget and the project timeline, compared with buying an isolated lot where everything is left to you.

Resolved infrastructure does not just save paperwork: it is part of what makes country land behave, over time, more like a formal real-estate investment. In Monterrey, according to the Espacio 54 price index, calculated with 298 published properties, the median of houses and apartments is around $43,739 per square meter, a useful reference for understanding why certainty in basic services weighs so heavily when evaluating land outside the urban area.
